Telematics Reveals Significant Underreporting of Cellphone Use in Traffic Accidents




A recent investigation by the Insurance Institute for Highway Safety (IIHS) has brought to light a significant disparity in how frequently cellphone use is recorded in traffic accidents. The study reveals that official police documentation severely undercounts instances of drivers being distracted by their phones compared to data gathered by telematics systems, indicating a substantial blind spot in current accident reporting methods.
Researchers from IIHS correlated anonymized telematics data from Cambridge Mobile Telematics with nearly 17,000 police-reported crashes across four states between 2021 and 2024. The findings were stark: telematics recorded drivers using their phones within 30 seconds of impact in 7% of single-vehicle collisions and 8% of two-vehicle collisions. In stark contrast, police reports cited cellphone use in less than 1% of these same incidents. This discrepancy suggests that police reports understate phone-related distraction by a factor of at least seven. The raw numbers further underscore this gap; in two-vehicle crashes, telematics noted 590 instances of phone handling just before impact, while officers recorded only 17. Similarly, for single-vehicle crashes, telematics identified 49 cases versus three in police reports. David Harkey, president of IIHS, emphasized that it is widely acknowledged that police reports often fail to capture the true extent of cellphone involvement in crashes, largely due to unobserved phone use and drivers' reluctance to admit distraction. Out of almost 17,000 linked crashes, police and telematics data agreed on the specific type of phone use in only three instances.
The reasons behind this undercounting are multifaceted. Aimee Cox, an IIHS research scientist, pointed out that not all phone use involves active tapping or scrolling. Passive use, such as a call running in the background, was found to be as common as active engagement in the critical moments before a crash, neither of which is easily discernible from witness statements or physical evidence. A separate IIHS survey revealed that nearly a quarter of drivers admitted to watching videos while driving within the preceding month, a behavior unlikely to be disclosed during a roadside police encounter. This gap in data poses a significant challenge for fleet managers, insurers, and policymakers who rely on crash reports to assess risk. The current reporting methods likely lead to an underestimation of the dangers associated with phone use behind the wheel. Therefore, integrating telematics data, with its capacity for real-time monitoring and in-app alerts, could be crucial in bridging the information gap left by official records, offering a more comprehensive and accurate understanding of driver behavior and crash causation. However, the implementation of telematics data also brings forth privacy concerns, access issues, and the need for standardized data-sharing protocols, improved officer training, and legal discussions on the admissibility of such technologically derived evidence in official crash records.
