Expanding service to new cities, or merely redrawing geofences, is a comparatively low-cost endeavor, primarily involving map updates and public announcements. The real challenge lies in deploying a substantial number of vehicles to deliver a consistent and efficient service, a hurdle Tesla has yet to overcome in any market.

Elon Musk himself has offered insight into this operational bottleneck. During an earnings call in April, he cited "rigorous validation" and ensuring "complete safety" as the primary constraints. He stressed the company's desire to avoid any accidental injuries resulting from the rollout, acknowledging that some incidents had already been reported to the National Highway Traffic Safety Administration (NHTSA). This suggests that the limited fleet size is a deliberate choice driven by safety concerns, rather than manufacturing or software delays. Independent analysis supports this, with community tracking of the Austin operation estimating Tesla's incident rate to be four times higher than that of human drivers, a factor that naturally impedes rapid expansion.

The disparity between Tesla and competitors like Waymo is striking. Waymo operates approximately 3,000 driverless vehicles, completing over 500,000 paid trips weekly across multiple U.S. cities, and recently expanded its coverage by more than 20%. In contrast, Tesla, after a year, manages only about 21 unsupervised vehicles and has expanded into new markets without specifying fleet numbers. This indicates that Tesla's current expansion strategy is more about creating an impression of growth and progress for its investor base than actual, substantial operational scaling. While adding new cities is an easy marketing win, the critical metric—the size and operational readiness of its autonomous fleet—has not moved.
