This approval was granted by repurposing an environmental assessment originally prepared for a distinct project: a solar farm. Boulder City's Solar Ambition: A Project Interrupted
Initially, Townsite Solar 2 secured federal authorization in 2023 to establish a 19-megawatt (MW) solar installation coupled with a 35 MW battery storage facility. This venture was slated for an 80-acre plot within Boulder City, Nevada, a locale notable for its historical connection to the Hoover Dam. The project promised clean energy generation for the region.
The Shift Towards a Data-Intensive Future
Towards the end of 2025, the developer of Townsite Solar 2 submitted an application to alter the project's scope, proposing to substitute the renewable energy initiative with an AI data center. The BLM subsequently approved this amendment on June 26, prompting a wave of controversy. While the original plan would have generated 19 MW of solar power, the data center is projected to consume a staggering 167 MW, enough electricity to power approximately 75,000 households, far exceeding Boulder City's residential consumption.
Environmental Assessment Under Scrutiny
The BLM justified its approval by issuing a Determination of NEPA Adequacy. This mechanism permits the use of existing environmental reviews for new proposals if they are deemed sufficiently similar to what was previously analyzed. Bruce Sillitoe, manager of the BLM Las Vegas field office, asserted that the two projects were “substantially the same,” citing comparable acreage, boundaries, construction timelines, and structural dimensions. However, this assertion has been met with considerable skepticism.
Local Outcry and Civic Engagement Challenges
The decision has not been well-received in Boulder City. City spokesperson Lisa LaPlante expressed profound dissatisfaction, noting the complete absence of dialogue with local authorities or community input. She highlighted the unprecedented nature of a federal project being imposed without local consultation, especially given the data center’s reliance on local infrastructure and services. The Boulder City Council has since voted unanimously to appeal the BLM’s decision to the Interior Board of Land Appeals, seeking a halt to the project until the case is resolved.
Lobbying Efforts and Investor Interests
Reports indicate that Arevon, a minority stakeholder in the project, engaged lobbyists from the Bernhardt Group around the time the project's conversion began. David Bernhardt, who led the firm, previously served as Interior Secretary during a past administration. Arevon, however, claims its stake is minor and denies hiring lobbyists specifically for this particular project, aiming to dispel notions of undue influence.
Setting a Dangerous Precedent for Public Lands
Conservation organizations are raising serious alarms, warning that this approval could establish a hazardous precedent. They fear it might allow other clean energy permits to be arbitrarily reclassified as data center projects, circumventing thorough environmental assessments and public oversight. Olivia Tanager, director of the Sierra Club’s Toiyabe Chapter, described the situation as a “bait and switch,” emphasizing the fundamental difference between energy consumption and clean energy generation. The stark contrast between a solar farm, which produces clean energy, and a data center, which is a significant energy consumer, underscores the core of the controversy, with many arguing they are far from "substantially the same."
