The challenges facing West Virginia's foster care system have been under scrutiny for several years. A six-month investigation by Mountain State Spotlight uncovered deep-rooted problems that continue to affect some of the state's most vulnerable children. Despite efforts to reduce the number of children placed in group homes and treatment centers, the analysis found that nearly half of children with disabilities were still being placed in these facilities as of 2022. This rate is three times higher than the national average, raising concerns about the effectiveness of current policies. Judge Goodwin noted that the inability to reach an agreement was "discouraging," reflecting the broader difficulties in advancing reforms within the system.
